Update: Sorry, I was not paying attention when you answer the first. Vortex generator would be the right answer. That would be used to "trip" the boundary layer from laminar to turbulent. Turbulent air flow, adds energy to the boundary layer (the layer of air near the surface to be slowed down) and delayed separation (separated airflow is also known as custody). In general, laminar (smooth) flow gives the underside of the skin drag, but in a stalled configuration, causing the turbulent flow actually decreases the overall resistance.
