How do I get my car headlights and brake lights to strobe?

I have a 1992 Oldsmobile Cutlass Supreme 2 door (its a sports car not a grandma's car .... lol) and I want to do the brake lights and strobe lights - such as police cars. (I will not use on public roads, only to show in the parking lots and all that, I know the laws, just need to know how much I have to do that) The headlights are plastic, which are glass. Is there any kind of advice I could change the wiring plug somewhere so that you can only turn the flash feature when you want it? My car does not have parking lights, are all the time. Thanks in advance! PS, the cheaper the better!
